Slowmode on spikes
When a channel gets 30 messages in a minute, sets 10-second slowmode there for 10 minutes.

A copy goes to the server you pick. Later changes by Quark don't reach your copy, and yours don't reach theirs.

Works in whichever channel is busy, so there's nothing to pick. Slowmode goes back to what it was on its own.
